Wenzhou City and 7 counties (cities, districts) to receive large provincial blue economy development funds

According to Zhejiang Province Blue Economy Development Fund Management Measures recently issued, Wenzhou City, as well as Dongtou District, Yueqing City, Ruian City, Yongjia County, Pingyang County, Cangnan County and Longgang City would receive the provincial blue economy development funds.

To standardize the management of Zhejiang provincial blue economy development funds and improve its performance, the Provincial Department of Finance and the Provincial Development and Reform Commission recently jointly issued the Zhejiang Province Blue Economy Development Fund Management Measures. The Administrative Measures stipulate the basic principles and allocation factors for allocating and using the funds.

The blue economy funds refer to the transfer payment funds from the provincial financial budget to support the provincial ocean economy development. The funds were issued through general transfer payments, and included in the provincial, city and county fiscal year-end settlement. They are mainly used for provincial or national level major plans, medium and long-term major project libraries, projects within the annual major project implementation plan and other relevant key projects related to the Great Bay Area and ocean economy.

Guided by the Administrative Measures, the allocation and use of the funds are according to the basic principles of “combination of factors with performance, combining projects and platforms, and combining development and protection.” Moreover, the allocation will consider three factors: the blue economy, Greater Bay Area, and performance evaluation. Among them, the blue economy factors will prioritize the support to coastal cities and counties (cities, districts). And the allocation will be based on sub-factors such as gross marine product, island area, per capita available financial resources, and fully considering the finance of islands and counties.
