Wenzhou Vigorously Cultivates “Digital Craftsmen”

As the development of the digital economy gains more momentum, the demand for digital economy talents is increasing day by day. Thanks to policy support, Wenzhou's human resources and social security departments carry out skills training in the digital economy and cultivate "digital craftsmen." According to statistics, since 2020, Wenzhou has held more than 200 skills training sessions on the digital economy, with more than 20,000 participants. The training targets include undergraduates, rural youths, corporate employees, veterans and the disabled.

To cultivate more and better digital talents, Wenzhou Municipal Human Resources and Social Security Bureau issued the “Measures Regarding Wenzhou Vocational Skills Training Subsidy Management.” The municipal government pays for professional courses, vocational qualification training, pre-employment skills training, and entrepreneurship training. Three new subsidies will be added, including project training, further apprenticeship training, and teacher-oriented training subsidies to cultivate practical and innovative talents with complex skills. To better promote project-based training and give full play to the central role of social institutions and enterprises, Wenzhou Human Resources and Social Security Bureau has closely combined market and industrial needs to collect, streamline and publish the first batch of 82 project-based training, including new professions such as short video production, streaming media operations, new media marketing, and intelligent logistics operations.

Since June, 2020, 11,696 citizens in Wenzhou have completed skills training and obtained certificates of streaming media operation, webcast (advanced), short video production, and e-commerce management issued by the human resources and social security departments, and successfully become professionals.

In addition, to meet the operation and maintenance needs of digital information and intelligent equipment, Wenzhou Municipal Human Resources and Social Security Bureau selected Yalong Intelligent Equipment Group Co., Ltd. as a third-party social training evaluation agency for the skill level evaluation of “digital craftsmen” such as industrial robot system operation and maintenance personnel as well as industrial robot system operators.

To offer more practical training, Wenzhou's human resources and social security departments have also vigorously launched a digital talent vocational skills competition. With policy support, industrial linkage, and atmosphere creation, the departments have formed a complete service system that promotes professional skills learning, evaluation, and development with the skills competition.

At present, the human resources and social security departments in Wenzhou are building a batch of public training bases for digital talents and improving the three-party linkage cultivation mechanism between government, school, and enterprise. “We give full play to the advantages of universities in Wenzhou to build a digital technology talent pool and a public training base for digital talents in Wenzhou, establish a benign interactive training mechanism for government, schools, and enterprises, and create a new public service platform for digital vocational skills training to cultivate more “digital craftsmen.” said an officer from the Wenzhou Human Resources and Social Security Bureau. The human resources and social security departments have implemented an electronic “training voucher” system in digital skills training, and designated a group of highly-skilled talents to Zhejiang University and Harbin Institute of Technology to participate in the “Digital Craftsman” training and invite domestic and foreign experts to host advanced seminars in Wenzhou.

In the future, the human resources and social security departments in Wenzhou will work with financial and information industry departments to promote vocational skills training about the digital economy. With measures such as improving relevant policies, creating new platforms, and launching new projects, the departments plan to carry out vocational skills training about the digital economy with 15,000 participants in 2021.
