Service Stations for Outdoor Workers to be Established in Wenzhou

In the first half of this year, Wenzhou Coordination Group for Promoting the Reform of Industrial Workers Construction in the New Era held the second meeting, at which the 14th Five-year Plan for the Development of Employees in Wenzhou was deliberated and approved. It is encompassed in the plan to establish over 300 Service Stations for Outdoor Workers (SSOW), which is one of the city's trade union system’s key work to care for and protect the city’s workers in new employment forms and migrant workers in the next five years.

The SSOW is a venue where outdoor workers, such as couriers, online car-hailing service drivers and auxiliary policemen, can have a rest and get some supplies.

A migrant worker as a dustman sang the praises of the station: "Before the SSOW was set up, I had no suitable place to rest but to sit by the roadside when I felt tired during sweeping streets. Now I can have a rest at a nearby SSOW. It provides boiled water for us to drink, and a microwave we can use to heat the meal I have brought with me. I can now eat in a sanitary room relaxedly."

Mr. Wang is a migrate worker serving as a dustman in Binjiang Sub-district of Lucheng District. There is a SSOW located near the Xintianyuan Residential District, which is also the place he clocks in every day. When it comes to the SSOW, Wang would beam: "We can rest and drink a cup of boiled water at the station, and can have iced mineral water from its refrigerator in summer. When I am free, I drop in sometimes with my wife and children."

A SSOR consists of a room, where are provided a refrigerator, a microwave, a drinking fountain, a portable charger for cell phones , etc., and an open space, where  a few tables and chairs are placed for workers to take a rest. Mr. Huang is an online car-hailing service driver. He said that there is a parking space near the SSOR, so convenient for placing in his car. Besides, with a "Public Service Space" built by the Lucheng District Government next to the SSOR, his daily life made more easy.

It is learned from the Wenzhou Municipal Federation of Trade Unions and that of Lucheng District that with its efforts, each SSOW station is quipped with the six basic appliances, such as an air conditioner, a refrigerator, a microwave, a water dispenser or a tea water bucket and electrical sockets as well as tables and chairs. If conditions permit, it will have a small library to enrich its functions. In addition, based on the “pain points” of outdoor workers and those in new employment forms, which are found through investigations made by its staff members staying close to the grassroots, and mobilizing the social force, the trade unions also offer targeted services for these workers, such as psychological counseling and legal publicity as well as free haircuts, and send them summer’s heat stroke and winter protection articles so as to focus the trade unions’ work on grassroots workers.

It is reported that up to now, there have been over 400 SSOWs in the whole city, more than 30 located in Lucheng District. 100 of the total have been built this year. SSOWs have a unified logo and cover all the sub-districts and towns. Part of them are established by the city’s trade union system alone, and others are built jointly by trade unions and other organizations, such as comprehensive administrative law enforcement departments, telecommunication sectors, mobile companies, banks and others.

SSOWs have now become grassroots outdoor workers’ cozy home.
