Three Local Rules for Wenzhou Housekeeping Services Released

On November 4th, the Wenzhou Municipal Human Resources and Social Security Bureau (WMHRSSR) and Wenzhou Administration for Market Regulation Bureau jointly issued three local rules. They are the Rules for the Housekeeping Service Site Construction and Operation, the Rules for the Housekeeping Service Traceability Management and the Rules for the Maternal and Child Care Services. These three local rules have filled the gaps in the local housekeeping service rules and will be formally implemented on December 3rd this year.

The Rules for the Housekeeping Service Site Construction and Operation is the first guiding rules across the nation that specifies the rules of the construction and operation of housekeeping service sites, and offers guidance on the management, service and evaluation of service sites. The Rules for the Housekeeping Service Traceability Management are based on the Wenzhou Housekeeping Service Management Platform to ensure the authenticity and traceability of information in each part and strengthen the quality control of the entire process. The Rules for the Maternal and Child Care Service specifies the basic requirements of maternal and child care attendants, the service requirements of housekeeping service agencies, and the supervision and evaluation of maternal and child care services.

What’s more, the Rules for the Maternal and Child Care Service integrates the characteristics of Wenzhou's maternal and child care services and local custom, and adds requirements such as regular training for maternal and child care workers, cooking of Yarn Noodle (a local noodle) and local dishes, etc.

Also, the three local rules include the introduction of Wenzhou housekeeping service codes in accordance with the Wenzhou Housekeeping Service Regulations. “The housekeeping service code classifies the health risks of housekeeping service workers based on big data, and implements three-color dynamic management.” says a staff of WMHRSSR. The red code indicates that the housekeeping service worker has potential health risks and is unsuitable for employment. It is recommended that the employer not hire the worker; the yellow code indicates that the housekeeping service worker's physical examination or training information is about to expire or there are other risks. It is recommended that the housekeeping service worker update relevant information in time; the green code indicates that they are qualified for housekeeping service.
