Wenzhou rolls out 1,171 major construction projects for 2023, with a total investment of 2.5 trillion yuan (US$361.5 billion) and an annual planned investment of 184.82 billion yuan (US$26.99 billion), according to the recently released Wenzhou Major Construction Projects 2023. Focusing on the city’s major industries, infrastructure and people’s livelihood, Wenzhou has screened a batch of construction projects that have a large investment and strategic significance and play leading and supporting roles in the whole city. The city is to advance them with a project-centered approach to shore up its weakness, foster growth drivers and benefit its people. List management will be implemented, aiming to form a working mechanism of “promoting projects in different phases”. These projects cover major industries, infrastructure and people’s livelihoods. There are 488 major industrial projects related to manufacturing, energy, modern services and industrial platforms. Major infrastructure construction projects, totaling 369, are in comprehensive transportation, water conservancy, roads, new infrastructure and other sectors. The remaining 314 are livelihood improvement projects in social undertakings, urban renewal, ecological and environmental protection and other fields. Moreover, all the construction projects are put into different categories according to their status, with 613 in the continued construction phase, 311 in the project execution phase, 93 in the pre-construction phase and 154 in the initiation phase. New momentum for industrial development and new roads to facilitate transport will be created as these projects are put into place, further improving well-being. Many projects that are large and high-tech are listed. For instance, the Ruipu Lanjun New Energy Manufacturing Base, located in Wenzhou Bay General Aviation Industrial Park and Oufei Initial Development Zone, covers a land area of about 3,000 mu (roughly 200 ha), of which its 2000-mu (133 ha) 100GWh power battery plant boasts an annual production capacity of 100GWh at full capacity. The remaining 1,000 mu (67 ha) is planned to build a supporting industrial park introducing high-quality projects in the upstream and downstream industrial chains. Moreover, the Oujiangkou Robot Industrial Park, covering an area of about 355 mu (23.6 ha), will include a demonstration zone for robot application into robot R&D and production base, a robot museum and other supporting facilities. Another example is the Fudong Road Cross-river Tunnel, located between the Binjiang Business District and Yongjia Sanjiang Area, which is a three-kilometer cross-river passage using shield tunneling methods with a dual 3-lane carriageway and a design speed of 60 km/h. Finally, there is the seawall project (phase-two project of the city’s ecological embankment) in the Oujiang Estuary Industrial Agglomeration Area that connects the phase-one project in the west and the Lingni North Embankment in the north, with a total length of 7,720.75 meters and two gates for tidal drainage and flood control being built. As these projects are constructed and put into use, they will further consolidate the foundation and add impetus to the high-quality development of Wenzhou’s economy and society. All relevant local departments will work to improve the project schedule according to the project list and strengthen project monitoring with an improved supervision and service mechanism. Extraordinary efforts will be made to advance every major project to ensure that the project starts, completes and is put into production on schedule. In addition, the “2023 Wenzhou Municipal Government Investment Project Plan” has also been issued, with a total of 321 municipal-level investment projects and an annual planned investment of 27.81 billion yuan (US$4.05 billion). |
