At the promotion meeting recently held for Wenzhou high-quality trade development, Wenzhou Bureau of Commerce issued the foreign trade situation of Wenzhou. From January to August of 2021, Wenzhou’s import and export volume reached RMB 150 billion yuan, an increase of 9.9% year-on-year; At the same time, Wenzhou Municipal Government issued a directive calling for high-quality foreign  trade development in the next step by issuing the Action Plan of Wenzhou’s “ 3 + 14 + 14” High-Quality Foreign Trade Development, and coordinating with relevant departments that had signed the Memorandum of Project Development & Cooperation of Wenzhou Cargo Consolidation Center, in order to reduce the comprehensive logistics costs for exporting.

In the first eight months of 2021, Wenzhou’s imports performed better than exports. It reached 25.53 billion yuan, up 47.3% year-on-year, ranking the third in Zhejiang in terms of growth rate; exports reached 124.47 billion yuan, up 4.4% year-on-year, relatively behind others in terms of growth rate. The person in charge of Wenzhou Bureau of Commerce said that Wenzhou’s export growth rate of the first eight months fails to perform as well as expected, influenced by international logistics tensions and other factors, for example, the market procurement trade exports have been a large drop compared with the same time last year, while the growth of Wenzhou's second largest export market in Southeast Asia during the first eight months has experienced great challenge, compared with the same time last year, the growth rate of which was over 60%.

Wenzhou’s exports of 2021 is planned to exceed 200 billion yuan, accounting for more than 10.5‰ of the national share. In this aspect, Wenzhou actively analyzes the situation of international trade, by promoting high-quality trade development to enhance the steadiness of Wenzhou's foreign trade in the future. The Action Plan of Wenzhou’s “ 3 + 14 + 14” High-Quality Foreign Trade Development has been introduced, to protect the foreign trade industry chain and smooth operation of supply chain. In the so-called "3 + 14 + 14", the "3" refers to the " maritime, airfreight, railway" three major linking transports, the “14” refers to the business connection of 14 counties (cities and districts) and functional areas, and the second “14” refers to the service supporting of 14 industry associations.

At the meeting, Lucheng District Government, Rui’an Government, Wenzhou Bureau of Commerce, Wenzhou Customs and Wenzhou Port Group jointly signed the Memorandum of Project Development & Cooperation of Wenzhou Cargo Consolidation Center, which will conduct cooperation in six aspects, to speed up the completion of foreign trade supply chain system, effectively reducing Wenzhou's comprehensive logistics cost of exporting. After coordination with all relative parties, the second phase of the Port of Zhuangyuan’ao with 3000 square meters warehousing site, will be put into use before the end of October; and the computerized system of Rui’an’s cargo consolidation will be in trial operation before the end of November.

Meanwhile, some participating relevant departments, foreign trade enterprises, freight forwarders and shipping companies try to carry out networking activities to solve the problem of “hard-to-get containers” in current international maritime trade, to alleviate the problem of cabins and containers shortage in foreign trade enterprises of Wenzhou.
