A few days ago, the 14th Five-Year Plan for Wenzhou Civil Aviation Development (The Plan) was issued. According to it, by 2025 the annual travelers’ throughput of Wenzhou Airport will strive to reach 25 million, and the cargo traffic throughput 150,000 tons.

For a commercial and manufacturing hub like Wenzhou, the airport serves as an essential channel for its interaction with the outside world. During the 13th Five-Year Plan (from 2015 to 2020), Wenzhou Airport promoted the T2 terminal and ancillary projects, new terminal area supporting projects, new cargo traffic area and production auxiliary facilities projects, etc., and the level of the flight area was upgraded to 4E. In 2020, the number of navigation points reached 109, domestic flight routes were increased to cover every airport with over 10 million travelers, and the coverage of provincial capitals and planned cities will reach 86%.

The plan shows that in the next five years, Wenzhou will give priority to the construction of a regional international aviation hub, and a safe, reliable and modern air transportation service system characterized by accessibility, efficiency, environment and intelligence. General aviation will develop by leaps and bounds, and airport economy is beginning to take shape, and the comprehensive strength of civil aviation development leads the cities at the same level.

For Wenzhou people, the question is whether the airport will offer more convenient services and flights. During the next five years, Wenzhou Airport will speed up the third-phase expansion project, rebuild and expand the flight area, extend the existing aircraft runway to 3,600 meters, and build a 3,600-meter-long second runway on the east side of the existing runway to construct two close parallel runways. At the same time, two full-length parallel taxiways and other taxiway systems will be built, new aprons of 300,000 square meters will be built, and existing aprons of 180,000 square meters will be renovated. What is more noteworthy is that in the next five years, a T3 terminal of approximately 110,000 square meters will be built, a T2 terminal of roughly 71,000 square meters will be expanded with the new airside concourse and corridors. The initially reserved underground channel between the transportation center and the old terminal will be renovated, the interior terminal area, entry and exit procedures, the design of international and domestic transfer will be optimized to shorten the walking distance of passengers. By then, the renewed airport will significantly improve the comfort and convenience of passengers.

In terms of the flight route, an express flight system will be built with the increasing frequency of flights between economic agglomerations such as Beijing-Tianjin-Hebei, Guangdong-Hong Kong-Macao, the Yangtze River Delta, and Chengdu-Chongqing, and the increase of the high-quality express routes such as Wenzhou-Guangzhou, Wenzhou-Guiyang and Wenzhou-Beijing. A flight network will be formed with the priority on the flights with provincial capitals and central economic cities, focusing on the airport with over 10 million travelers, including cities in the Central South, East China and Southwest China, and radiating North China, Northeast and Northwest China.

With the rapid growth of e-commerce, there is a strong demand for the airport logistics industry. Based on this demand, freight transport will become a new highlight in the development of civil aviation during the 14th Five-Year Plan period. Wenzhou will advance the reconstruction and expansion of the airport cargo area and build a new logistics and freight warehouse of 52,000 square meters, a secondary warehouse of 52,000 square meters, a comprehensive freight service building of approximately 10,000 square meters, and extensive supporting service facilities of roughly 42,000 square meters. What's more, Wenzhou will speed up a domestic cargo network system for the coordinated development of “belly cabin + all-cargo aircraft”. Based on making full use of the belly cabin of passenger classes, highly-operated all-cargo routes will be supplemented to meet the needs of general aviation cargo and express shipments. In addition, it will deepen cooperation with SF Airlines and Postal Aviation to attract cargo airlines and others further to set up cargo bases in Wenzhou, and cooperate to promote the construction of air cargo infrastructure, the deployment of all-cargo aircraft capacity, and the integration of passenger aircraft belly compartment resources.

To cultivate new momentum for general aviation, Wenzhou will accelerate Wencheng and Taishun general airports during the 14th Five-Year Plan period. Low-altitude aviation adventures and activities will be available, including flight-seeing, hot air balloons, beach aviation sports, and paragliding. Low-altitude flight routes between scenic spots and fast passages for travelers to enter will be open in the future to give you the ultimate view of Wenzhou's spectacular landscape.

According to the plan, in the future, Wenzhou will introduce aviation manufacturing projects, accelerate the construction of the Dover General Aviation Industrial Park, and develop the manufacturing of complete drones and critical components. Also, Wenzhou will design aviation sports equipment manufacturing and exhibition and sales, support the development of new, wearable, and virtual reality technology-integrated aviation sports equipment R&D and manufacturing, and build an intelligent equipment manufacturing base in southern Zhejiang. Meanwhile, Wenzhou Municipal Government will actively apply for the Wenzhou Airport Economic Demonstration Zone, construct a pattern focusing on the airport, including industries and urban development spaces closely related to the airport, create an airport industry system leading in regional transformation and upgrading, and build an aviation city based on a four characteristics airport.
