“Two-step Declaration” Mode Implemented in Wenzhou Free Trade Zone

On September 6, a consignment of imported milk powder with a value of RMB 1,198,400 declared by Haiku (Wenzhou) Supply Chain Management Co. through the mode of “Two-step Declaration” entered Wenzhou Free Trade Zone after being checked and cleared by Wenzhou Customs. This marks the formal implementation of the “Two-step Declaration” customs clearance mode in Wenzhou Free Trade Zone.

Under the “Two-step Declaration” mode, enterprises have no need to fill in all the declaration items at once. They can make declarations in two steps: “summary declaration” and “complete declaration”. “When importing, enterprises only need to complete the summary declaration’ to pass the Customs, with the number of declaration items reduced from over 100 to as few as 9,” said an officer from Wenzhou Customs, “the rest of the items shall be declared in full and the relevant procedures be completed within the next 14 days.” According to him, the policy is an important part of the Customs implementation of the State Council’s reform of “streamlining administration, delegating power, strengthening regulation and improving service”, an initiative to continuously optimize the business environment. Enterprises can further cut customs clearance costs and enhance customs clearance efficiency by using the “Two-step Declaration”.
