New “Vanguards” appeared for Wenzhou’s high-quality economic development. Recently, the list of Wenzhou’s leading industrial enterprises and high-growth industrial enterprises in 2021 was announced. 106 enterprises, including Hytek Power Co., were named as the leading industrial enterprises, and 200, including Wenzhou Hengwei Shoe Material Co., Ltd, as high-growth ones.

The selection of the leading or high-growth enterprises is to carry out the “Eagle Action” and “Fish Culturing Movement” of creating a more enabling environment for enterprises deployed by Zhejiang Provincial Party Committee and Zhejiang Provincial Government, accelerate the echelon cultivation of enterprises, promote the high-quality development of the private economy, and boost the construction of the “Two Healthy” (healthy development of the private economy and healthy growth of people in the private economy) Pilot Zone. The list is finalized after the recommendation by local authorities, the screening by departments, the solicitation of public opinions online, etc.

How do leading enterprises lead Wenzhou’s industrial economy? What is typical of the “growth” of high-growth enterprises? The two enterprises below speak for themselves.

The leading enterprise Zhejiang Weigang Machinery Co., Ltd. is a national leader in the field of packaging printing. With strong innovative research and development capabilities and modern production processes, it has continuously developed a series of offset printing machines, flexographic printing machines and post-press processing equipment with Chinese characteristics and international leading level, and has established the “WEIGANG” brand made in China in the global printing machine manufacturing industry.

Beginning with a single sealing machine, the high-growth enterprise Hualian Machinery Group has developed a product structure of two categories and seven segments, and has been ranked in the “first echelon” of the domestic industry. With an annual sale of 100,000 sets of various packaging machinery, it has become the industry leader. In addition to conventional packaging machinery, it has also customized intelligent packaging line solutions for industry giants such as Haidilao and Chint, becoming an indispensable driver of “machine replacing human” and intelligent manufacturing.

Quality enterprises are the solid foundation of economic development. In recent years, Wenzhou has spared no efforts to explore potential quality enterprises, cultivate them so as to increase the number of quality enterprises, while support and motivate existing enterprises to be high quality. Through the all-round approach of “focusing on big enterprises, supporting small ones and nurturing new ones”, it has built up an echelon cultivation mechanism of “growing micro-companies, strengthening small companies and enlarging strong companies”. Meanwhile, it has also cultivated a number of enterprises with high efficiency, excellent quality, strong innovation ability and sound risk resistance to lead the high-quality development of Wenzhou’s economy, with eagle enterprises, leading enterprises, high-growth enterprises, hidden champion enterprises and “little giant” enterprises as carriers. Statistics show that from January to May this year, Wenzhou’s industrial added value above designated scale grew by 25.3% year-on-year, 2.1 percentage points higher than the province’ growth rate; among them, the industrial added value above designated scale for the five traditional manufacturing industries, such as electrical and footwear, saw a 26.5% year-on-year increase, accounting for 45.3% of the industrial added value above designated scale.

It is introduced that, as the next step, all local governments and departments will optimize the allocation of resources, implement support policies and precise services, actively advance the cultivation work, give full play to the guiding, demonstration and driving role of the leading enterprises and high-growth enterprises in the cultivation of strategic emerging industries and the reinvention of traditional manufacturing industries, and constantly enhance the comprehensive strength of Wenzhou’s industrial economy.
