Wenzhou’s “Inner Ring” Gradually Takes Shape

According to the Major Construction Project Plan of Wenzhou 2021 released by Wenzhou Municipal Government recently, the inner fast traffic ring in the urban area of Wenzhou is gradually taking shape as the construction of several expressways in the main urban area including Yanjiang Expressway (Phase I) has been put on the agenda. At the same time, with the development and construction of the central axis of Wenzhou City and its core area, a new urban pattern of “one ring, one axis and one core” with the city center as the core has emerged, which will further enhance the urban primacy of the core area of central Wenzhou. Undoubtedly, traffic will reshape the pattern of Wenzhou City.

The construction of the western part of the city center is in full swing.

The inner fast ring is mapped out to intensify the agglomeration force of the core area

Big cities in China all develop a “ring + radiating” fast traffic system while strengthening the road construction in the center of the city. Beijing and Shanghai, in particular, have created internal and external three-dimensional traffic rings, including the Second Ring Road, the Third Ring Road, the Inner Ring Road and the Middle Ring Road.

Compared with the freeway, the expressway has a maximum speed limit of 80km/h, with neither traffic light nor charge for the whole line. When vehicles, which access the freeway through the ramp, travel in the urban area through the expressway, the traffic burden in the urban area will be relieved.

Traffic policy makers in Wenzhou have obviously realized the importance of the expressway. Therefore, Wenzhou has been increasing the construction of traffic network in recent years. Notably,  Wenzhou set off a new upsurge of massive road construction last year, and released the Three Year Action Plan of Massive Road Construction in Wenzhou(2020-2022), painting a clear blueprint for Wenzhou’s comprehensive traffic development in the next three years.

In the Major Construction Project Plan of Wenzhou 2021 issued by Wenzhou Municipal Government recently, Yanjiang Expressway was officially placed on the agenda. For its first phase, the Eastern Section and Wenchang Section are planned to start before the end of June this year, and the section from Wenzhou West Toll Station to Guanghua Road is planned to start before the end of September this year. Meanwhile, the Municipal Expressway, Phase II of Yanjiang Expressway (from Dong’ou Bridge to Xueyuan Road), is listed on the research plan, with a length of about 11 kilometers. This year, its preliminary work feasibility report will be compiled.

At the same time, Oujiang No. 3 Bridge and its connecting line (quasi-expressway of Guanghua Road) are also listed in the preparatory plans, which will be started construction this year. This route will connect Yanjiang Expressway and Ouhai Avenue Expressway in the south in the future.

By then, when Yanjiang Expressway is completed, the inner fast traffic ring in the main urban area will basically take shape, reaching Wenchang Road in the east, Ouhai Avenue in the south, Guanghua Road in the west and Yanjiang Road in the north.

With the ring in the center, many radiating expressways will be formed in all directions. Among them, the Eastern Section of Yanjiang Expressway (Phase I), with a length of about 6 kilometers,  runs from Xueyuan Road to Wenzhou East, and arrives at Wenzhou East Toll Station after completion. The section from Wenzhou West Toll Station to Guanghua Road of Yanjiang Expressway (Phase I) is arranged along Xiedu Avenue and Wangjiang Road, which is about 3.9 kilometers long and will directly reach Jinliwen Freeway Toll Station after completion. The Expressway of Wenrui Avenue South Section (Phase I), which started construction at the end of 2019, begins from Ouhai Avenue Expressway in the north and reaches the flyover at Chaoyang New Street in the south, with a length of about 5 kilometers. There are two interchanges in the whole line at Ouhai Avenue and Nanbaixiang Sub-district, which are accessible to Wenzhou South Toll Station. To the north, the completed Ouyue Bridge is linked with Zhuyong Freeway. As a result, the external three-dimensional fast traffic system in the four directions of central Wenzhou has been formed, making it fast for citizens in Wenzhou to drive to major towns in southern Zhejiang and northern Fujian, and to major cities in the Yangtze River Delta.

At the same time, the ring is also connected with some major river-crossing bridges such as Qidu Bridge, Ouyue Bridge and Dong’ou Bridge in the north, as well as the east and west lines of Ouhai Avenue and the Expressway of Wenrui Avenue South Section (Phase I). Vehicles through it will quickly reach major counties or county-level cities in Wenzhou, like Yongjia, Yueqing, Longwan, Ouhai and Rui’an. The ring weaves a powerful expressway network for central Wenzhou, greatly intensifying the agglomeration force of the core area of the main city and further accelerating the integration of Wenzhou metropolitan area.

Central axis and Line M1 meet at the core area to highlight its status

The central axis is the backbone of a city. Wenzhou’s central axis originated from the central axis of the ancient city founded by Guo Pu (276 -324). With a total length of about 3.6 kilometers, the ancient central axis started from Jiangxin Temple, the main scene at Jiangxin Islet, passed through Governor Qian’s Sub-city, and finally ended at Xunshan Mountain. It embodies the millennium history of Wenzhou’s city center, becoming an area that gathers the functions of a city center with Wuma Street as the core, which is often called “the old town”.

Jinxiu road has been transformed and upgraded into a landscape avenue running through the main urban area from east to west.

Now, as the city center is moving eastward, the new central axis of Wenzhou is springing up. The new central axis starts in the north from Shengmeijian Mountain on the north bank of Oujiang River and reaches Daluo Mountain in the south, with a total length of 16.2 kilometers. It connects the key sections of Wenzhou’s current urban development from north to south, such as Sanjiang Business District, Binjiang Business District, Central Green Axis, Sanyang Wetland and Wenzhou Higher Education Park. It is an area with the most concentrated administrative, cultural, commercial and supporting resources.

In particular, the city center in the middle part of the central axis, which is the “heart” of the city, is home to a large number of supporting facilities that can speak for Wenzhou’s politics, economy and culture, and has the strongest functions of a city center.

The planning and layout of the first subway line in Wenzhou can also prove the importance of the core area. At present, Line M1 has been listed as a preparatory project of major construction projects in Wenzhou in 2021. With a total length of 32.5 kilometers, the whole line, which goes underground, runs from Li’ao of Ouhai District in the south, along Longxia Road, Yuele West Street, Station Avenue, Xueyuan West Road, Feixia North Road and Huancheng East Road in the core area of the city, reaches Oubei Sub-district in Yongjia County after passing through Oujiang River, and finally ends at Huangtian High-speed Railway New City.

From south to north, Line M1 traverses through popular sections such as Wenzhou Higher Education Park, Sanyang Wetland, Nanhu New District, the city center, historic district of the old city and Sanjiang Business District. The Station Avenue, located in the core section of the line, is now a bustling commercial street, where financial institutions gather and commercial bodies such as Times Shopping Center and Fortune Center are situated. At the east end of the Station Avenue is the city center, the benchmark block of high-profile and high-standard construction.

Driving on the Shifu Road and Fuxi Road in the city center, one will find the roads broad and flat, and the greenways decorated with flowers along the road pleasing to the eye. In recent years, with the upgrading of the roads, a landscape road network surrounded by such trunk roads as Jinxiu Road, Fudong Road, Fuxi Road, Tangjiaqiao Road and Wenzhou Avenue has been formed around the city center. The adjacent Wenrui Avenue Phase II (Lucheng Section), as a quasi-expressway, was upgraded last year, greatly improving the regional traffic competence.

With the continuous construction of the city center, Hengdu Area, located between Wenzhou Administrative Center and Station Avenue, is a key block under careful planning and beautiful construction in Wenzhou in recent years. A large number of supporting facilities will be set up one after another, and the region will undergo a “butterfly change”. In terms of education, Jinxiu Campus of Wenzhou Experimental Primary School officially has landed in this block, with a scale of 36 classes. This year, Xiushan Road, Hengdu South Road and Hengdu West Road will continue to be built in this block. The completion of these three roads will form a regional road network which combines the four east-west roads of Jinxiu Road, Xiushan Road, Hengdu South Road and Shifu Road and the four south-north roads of Kaiyuan Road, Hengdu West Road, Huimin Road and Fuxi Road.

In addition, the C-09 plot in the central green axis area, which covers an area of about 81 mu (or about 54000m2), will be planned with such complexes as Wenzhou Art Museum, Wenzhou Archives Center and commercial offices, and adjacent to it in the south is Wenzhou Impression City, a large commercial body of 250,000m2 under construction.

Besides, two super-high-rise residential buildings over 150 meters high are being built by Phoenix Mansion of Greentown Group and The One of Wenzhou of Zhongliang Group along the Shifu Road. After completion, they will become the landmark buildings of “Twin Towers”, echoing with Poly International Plaza, a 180-meter-high commercial complex under construction. All of them will make for Wenzhou’s skyline on Shifu Road, enhancing the region’s notch and polishing its image.
