Three-year Action Plan for Comprehensive Improvement of Urban Roads in Wenzhou City Newly Released

It is learned from Wenzhou Comprehensive Administrative Law Enforcement Bureau that the “Three-year Action Plan for Comprehensive Improvement of Urban Roads in Wenzhou City (2020-2022)” (hereinafter referred to as “the new three-year action plan”) has made it clear that 29 main and secondary urban roads, such as Niushan Road, will be organically renewed and renovated in the next three years.

This new round of comprehensive improvement and renovation of roads will be carried out from six aspects, namely, municipal roads, landscape greening, buildings along roads, characteristic facilities, lit-up night scenery, and replacing overhead pipelines with underground pipelines.

New three-year action plan issued to put new outlooks on 29 main and secondary urban roads

On May 15, the new three-year action plan was announced, which explicitly prescribes that urban roads within the urban built-up area in 2018 will be updated. According to the plan, 29 main and secondary urban roads , with a total length of about 71 kilometers and a total investment of about 1.52 billion yuan, will be comprehensively improved in the next three years.

Among them, 12 roads are to be renovated in 2020, 16 roads in 2021 and 7 roads in 2022 ( with the renovation of 6 roads going beyond the year). Given their real conditions, Lucheng District, Longwan District, Ouhai District and southern Zhejiang Industrial Cluster District will carry out organic renewal and comprehensive renovation of 10% of the total area of road facilities every year, covering commercial streets, historical and cultural streets and other urban roads.

Six major aspects for improvement, with the priority given to characteristic municipal facilities

On the afternoon of May 15, relevant person in charge of Wenzhou Road Improvement Office revealed in the interview that the comprehensive improvement of roads this round includes six aspects: municipal roads, landscape greening, buildings along the roads, characteristic facilities, lit-up night scenery, and replacing overhead pipelines with underground pipelines. Specifically, efforts will be made to improve the quality of municipal roads for the optimal traffic organization, to figure out the rules of pedestrians and vehicles for a better urban slow traffic system, to separate motorways from non-motorways (bicycle lanes) and non-motorways (bicycle lanes) from sidewalks and connect bicycle passages with sidewalks to relieve traffic pressure, and to improve road functions for enhanced traffic capacity and safety. Meanwhile, the landscape of public space will be beautified by arranging existing greening along streets, creating distinctive regional landscape, and achieving its harmony with such functional elements as buildings, decorations, sculptures and facilities. Illegal constructions along the roads will be demolished and representative areas will be selected as the renovation examples which will highlight the functions and culture of buildings and will be transformed in line with the spatial scale, positioning function, and cultural and natural background of buildings. In addition, auxiliary facilities of municipal roads, landscape greening and buildings along the roads will be optimized, street furniture will be laid out, and multiple high-tension cables, boxes and poles will be scientifically integrated respectively in order to create characteristic municipal facilities. As for lit-up night scenery, landscape lighting with individual style will be mapped out in line with the features of roads and buildings to beautify the night scene of the city. Besides, overhead pipelines for power, communication and others within visual range will be replaced by underground pipelines.

Optimizing construction time to ensure smooth traffic and win people’s hearts by civilized construction

During the period of comprehensive road improvement, how to optimize the construction time and minimize its inconvenience to people’s travel remains a great concern. To address this issue, staff of the municipal Comprehensive Administrative Law Enforcement Bureau said that while optimizing the construction time and formulating specific and refined construction scheme, they would also enforce the road traffic management plan before the renovation work, better organize traffic flow diversion, and avoid the simultaneous renovation of roads in the same direction and location. In order to facilitate the travel of surrounding residents, temporary bus stops will also be built before comprehensive road improvement to meet the actual needs of residents.
