Wenzhou Revives through Precise Measures against COVID-19

In the face of the COVID-19 outbreak, new challenges arose for Wenzhou’s social governance system and capability. How can Wenzhou in Zhejiang Province precisely and effectively prevent and control the pandemic in spite of the heavy pressure from infected cases second only to cities in Hubei Province? How can Wenzhou, “pioneer” of the private economy, resume production safely and quickly when the pandemic situation gradually stabilizes?

To address these issues, Wenzhou made scientific decisions and issued precise policies in the past month: carrying out 25 immediate and most stringent measures and 12 further measures for prevention and control of COVID-19, using the “health code” for the passage of people, and simultaneously preventing imported cases and the local spread of COVID-19 in the city etc.. While fighting against the pandemic, Wenzhou also focused on recovery of production and spared no efforts to secure development by issuing “28” preferential policies for enterprises resuming work. Attaching the same importance to both risk control and public service, it reassured its citizens by stabilizing the pandemic situation and development.

Precise prevention of COVID-19: the intelligent control method for decisive victories

With the change of the pandemic situation and the focus of prevention and control, Wenzhou Municipal Party Committee and Municipal Government insisted on scientific decision-making, continuously adjusting strategies from “Winning the turning point in ten days” to “Securing victories in another ten days” to “Striving for a win-win in ten decisive days”. At every stage of the fight against COVID-19, they always locked down targets and made rigorous deployment.

For example, they carried out hard-core means of national mobilization such as 25 urgent and most stringent measures for comprehensively upgrading pandemic prevention and control and 12 further measures in this respect. They also employed scientific tactics featuring sophisticated intelligent controls and precise actions such as the “Five-Color Epidemic Risk Map” and the health code.

The five-color risk map can be deemed as an operations map against COVID-19. It grades counties (cities, districts) as high-risk, relatively high-risk, middle-risk, relatively low-risk and low-risk areas according to a series of evaluation indicators, which are represented by the five colors of red, orange, yellow, blue, and green respectively. The color of every county changes dynamically after evaluation. In line with the five-color map, Wenzhou timely adjusted its prevention and control mode from closed control to sophisticated intelligent control in which “key targets” would be monitored while “healthy people” were left free. In this way, pandemic prevention doesn’t stand in the way of Wenzhou’s development.

The pandemic prevention and control system is a trump card in the fight against COVID-19. When launching the system, various places can use technologies like cloud computing and big data to effectively control and superintend the pandemic situation, and achieve triumphs in the battle. Relying on grid-based management, it can accurately locate communities, residential quarters, and even buildings, and precisely monitor persons responsible for pandemic prevention.

Precise measures for reproduction: a package of preferential policies for enterprises

On the evening of February 21st, the stranded goods of China Hirsing Holdings Co., Ltd. in Yueqing, Wenzhou, were finally shipped to Ningbo Port on a Wenzhou-Ningbo feeder, thus avoiding breach of contract and huge losses.

Due to poor land transportation and shortage of container truck drivers, a batch of hand-held vacuum cleaners originally planned to be exported from Ningbo to Hamburg, Germany, on February 24th were stranded in Wenzhou. If the goods failed to arrive at Ningbo Port on time for delivery, Hirsing would face breach of contract.

In emergency, a director of Hirsing resorted to relevant government departments. After immediately contacting Wenzhou Port Group, Wenzhou Municipal Bureau of Commerce and Wenzhou Transportation Bureau suggested the company to transport by water. Their way of Wenzhou-Ningbo feeder finally helped the company solve the logistics problems and avoid losses.

For companies, it is not easy to resume production due to poor logistics, lack of raw materials, cash flow problems etc.. Given these concerns, Wenzhou issued 28 preferential policies to maximize support for enterprises on February 10th, proposing to increase rent reductions and reduce energy use burdens etc. . According to a preliminary assessment, Wenzhou city proper alone will reduce the burden on enterprises by nearly 3 billion yuan, and the city on the whole provides nearly 9 billion yuan policy bonus in total. On February 19, Wenzhou also issued 32 comprehensive policies for stabilizing the economy, aiming to further increase the amount and coverage of benefits for enterprises.

Precise return to work: chartered buses for migrant workers

On the evening of February 23rd, nearly 1,800 migrant workers of 106 companies finally returned to Wenzhou, their second hometown, by taking the first buses and trains sent by Wenzhou for reproduction.

Under the influence of the pandemic, the return of employees to work became a common problem for many enterprises. In this regard, Wenzhou organized special buses and trains transporting workers back to work from multiple places across the country. At present, 203 vehicles have been sent to provinces (cities) less affected by COVID-19 but with many employees working in Wenzhou, receiving 5,650 migrant workers in sum.

While taking back senior staffs, Wenzhou also actively mobilized forces and innovated measures to recruit workers across the country. For example, Ouhai District set up a “hundred-person recruiting panel” consisting of 100 cadres in several groups, who went to other provinces and cities off job to conduct recruitment. Each group planned to recruit at least 2,000 workers. At the same time, a cross-provincial labor service matching operation relating “one thousand counties in one hundred cities in ten provinces” is about to begin to recruit workers for enterprises.

Besides, Wenzhou has also issued a series of subsidy policies for enterprises: a special fund of 200 million yuan to stabilize job markets; a subsidy of 50% of the fare of trains and passenger buses for migrant workers; subsidies for companies employing workers who work in Wenzhou for the first time, to name a few. Thanks to those policies, more and more migrant workers have embarked on the road of returning to work, more and more companies have resumed production, and more and more key projects have begun. As of February 24th, 5,657 industrial enterprises above designated size in Wenzhou had all resumed production orderly, with 276,600 returned workers in place.
