“One Zone, One Core and Multiple Parks” for China (Wenzhou) Cross-border E-commerce Comprehensive Pilot Zone

Recently, the State Council approved to set up cross-border e-commerce comprehensive pilot zones in 24 cities, including Wenzhou. According to the latest news from Wenzhou Municipal Bureau of Commerce on December 25, China (Wenzhou) Cross-border E-commerce Comprehensive Pilot Zone adopts the development mode of “one zone, one core and multiple parks” in spatial layout.

“One zone” means that China (Wenzhou) Cross-border E-commerce Comprehensive Pilot Zone covers the whole Wenzhou City area, including all enterprises and individuals registered in Wenzhou Administration for Industry and Commerce and on the “Single Window” Platform of China (Wenzhou) Cross-border E-commerce Comprehensive Pilot Zone .

“One core” refers to Wenzhou Bonded Logistics Center (Type B).

“Multiple Parks” are the Off-line Cross-border E-commerce Industrial Parks based on the characteristic industrial parks in Wenzhou City, mainly including Longwan Haina Cross-border E-commerce Industrial Park, Lucheng Cross-border E-commerce Export Industrial Park, Ouhai Glasses Cross-border E-commerce Industrial Park, Pingyang Cross-border E-commerce Park, Zhejiang (Rui’an) Overseas Chinese Trade E-commerce Innovation and Development Demonstration Zone, etc.

The pilot zone will focus on the construction of “six systems”, “four platforms” and “five projects” with “four characteristics”.

In terms of the five projects, the pilot zone will firstly promote the cultivation of cross-border e-commerce entities and the innovation and development of cross-border e-commerce “new retail” industry. Secondly, it will promote the brand building of cross-border e-commerce so as to facilitate the implementation of the cross-border e-commerce brand development strategy. The third is to increase the cross-border e-commerce import and accelerate the formation of import commodity e-commerce sales pattern featuring “one expo, two towns and multiple markets” (One expo refers to China International Import Expo and Wenzhou International Fashion Consumption Expo, two towns are Ouhai Niushan Square Import Commodity Trading Center and Rui’an Overseas Chinese Trade Town, while multiple markets include such special markets as Wenzhou Import Commodity Trading Market and Wenzhou Import Commodity Direct Sales Center). The fourth is to construct the mechanism of Chinese businessmen returning to Wenzhou so as to make Wenzhou the top destination for world’s Chinese businessmen to return to China for businesses and innovation, the gathering place for them to undertake international trade innovation and development, the place of departure for them to participate in the construction of “The Belt and Road”, and the venue of allocating resource elements of world’s Chinese businessmen. Lastly, the pilot zone will promote the optimization and upgrading of the business environment, and explore a series of supporting policies on the return of Chinese businessmen, industrial transformation and upgrading, the guidance of real economic capital and the integration and innovation of financial reform, so as to expand the room for the sustainable development of Chinese businesses.

At the same time, the pilot zone will also speed up the development of cross-border e-commerce step by step.

On the one hand, it will actively carry out the pilot of cross-border e-commerce industry cluster. 11 cluster projects of 9 industries in 6 counties (county-level cities and districts) have been approved as Provincial Cross-border E-commerce Industry Cluster Pilots, including glasses and shoes in Ouhai, shoes in Lucheng, education toys in Yongjia, Auto parts, shoes and bags in Rui’an and pen-making in Longwan, pet supplies, and leather goods and massage appliances in Pingyang. The cluster projects account for 20.04% of that of the whole province and Wenzhou ranks first in the province as for the number of the cluster projects and the number of the industries.

On the other hand, the pilot zone will strengthen the cultivation of cross-border e-commerce entities. At present, Wenzhou has 9321 active online stores, 9.6% of the total number of active online stores in the province, second only to Jinhua and Hangzhou, and 1055 more than the total number of active online stores in Huzhou, Jiaxing, Shaoxing, Quzhou, Zhoushan, Taizhou and Lishui. At the same time, 203 foreign trade enterprises in Wenzhou newly started their cross-border e-commerce businesses in 2019 thanks to the support from the local government who will further intensify the work of brand building and import promotion of cross-border e-commerce.
