Wenzhou Ranked Second by “Innocence”Index on City Ranking by Government-Business Relations

On February 26, the National Academy of Development and Strategy, Renmin University of China (NADS,RUC) released in Beijing its “City Ranking by Government-Business Relations 2017”of 285 cities in China. Scoring 83.69 points on the Government-Business Index, Wenzhou came in the eighth place among 285 cities nationwide and was ranked the second, behind Jinhua,in Zhejiang province. 

It is learned that 285 cities surveyed by the research team cover municipalities directly under the Central Government, sub-provincial cities, provincial capital cities and prefecture-level cities, excluding autonomous prefectures, autonomous leagues, autonomous prefecture-level regions and county-level cities.

 “City Ranking by Government-Business Relations 2017”is the first city ranking for government-business relations in China released by NADS, RUC, one of China’s first batch of pilot units for national high-end think tank construction.

The top 10 cities on the ranking are: Dongguan, Shenzhen, Shanghai, Beijing, Guangzhou, Jinhua, Suzhou, Wenzhou, Xingtai and Changsha. Besides Beijing and Xingtai, all the other listed cities among the top 10 are in southeastern coastal areas.

By studying theoretical literature and drawing experience from practice at home and abroad, the ranking's research team has taken mainly two approaches to do the evaluation—one is “intimacy”, and the other is “innocence”to create a system for the evaluation of the health index of government-business relations. Then, after collecting public data, survey data and online data to rank the 285 cities in China by health index of government-business relations, the research team released the first city ranking for government-business relations in China. Since the rankings evaluate the cities’ government-business relations in 2017, they are based on the data of 2016.

According to the report, the rankings are made by evaluating two indexes including “intimacy” and “innocence”. Regarding the level of intimacy between government and business, the research team focused mainly on three primary indicators—if a government cares about local businesses, what are the services they can provide and how heavy are the taxes. Taking “government services provided by enterprises” for example, it mainly measure infrastructure, financial services, market intermediaries and e-government. About “innocence”, the research team set two primary indicators—clean government and government transparency. For example, regarding “government transparency”, it mainly measures the level of administrative information disclosure and financial transparency.

Wenzhou scores 60.22 points by “Intimacy” and 96.7 points by “Innocence”, ranking 18th and 2nd in China, respectively. By the Index of “Innocence”, Wenzhou is second only to Beijing among all the surveyed cities.
