Wenzhou Attaches Great Importance to Fostering HSTs

According to a newly-issued Wenzhou municipal government document, “Implementation Regulations for Building Highly-skilled Talent (HST) Teams in Wenzhou in Line with High Standards" (hereinafter referred to as the "Regulations "), Wenzhou will amply reward leading and outstanding HSTs to encourage the fostering and introduction of urgently-needed high-end HSTs, and will establish post allowances for the HSTs engaged in the in-demand occupations.


According to a leader of the Wenzhou Municipal Human Resources and Social Security Bureau(WMHRSSB), in order to speed up the fostering and introduction of HSTs, an allowance of RMB 1000 per month will be granted to those HSTs who are newly-trained, urgently needed and newly-introduced from outside of Wenzhou, and engaged in the in-demand occupations included in Wenzhou’s related list; hold the occupational title of Technician (Class II) or Senior Technician (Class I) or the skill level recognized by the WMHRSSB, and a labor contract valid for over one year; have covered social insurance; comply with other related regulated conditions. The allowance will be granted for no more than three years. In addition, RMB 10,000 to 300,000 will be awarded once to each of high-end and highly-skilled talents, depending on the occupational category he or she falls within.


According to the Regulations, the evaluation and incentives mechanism of the HSTs, including HST evaluation methods, and enterprises’ conducting independent evaluation of HSTs’ vocational skills, are further improved. According to a related plan, by 2022, 10 enterprises will carry out the evaluation and be recognized as provincial-level independent HST evaluation demonstration ones, and 50 as municipal-level ones, and RMB 100,000 and 50,000 will be respectively awarded to the demonstration enterprises at the two levels. Meanwhile, it is clearly stated in the Regulations that senior workers, technicians, and senior technicians enjoy the same welfare benefits as the assistant engineers, engineers and senior engineers at the same enterprise; the graduates from the senior worker and technician classes of technicians institutes enjoy the same welfare benefits as those from full-time junior college and universities. In addition, awards will be granted to occupational skills contest winners.   


Wenzhou will speed up the construction of vocational colleges, encourage social training, carry out new type of apprenticeships in an all-around way, and establish a lifelong vocational skills training system so as to promote the construction of vocational skills.
