Statistics from the Wenzhou Entry-exit Inspection and Quarantine Bureau revealed that from Jan. to Oct. 2017, Zhejiang’s entry-exit inspection and quarantine agencies issued 37,482 preferential certificates of origin (C/O) for exports from Wenzhou’s enterprises to APEC members with exported goods worth USD 1.022 billion, representing a growth of 25.14% and 23.52% respectively compared with the same period in 2016, which exempted or reduced some USD 61 million of tariff for importation of the goods exported from local enterprises.

The trade relations between the APEC members will become increasingly closer along with the 25th APEC Economic Leaders’ Meeting held in Da Nang, Vietnam a few days ago. Wenzhou will take advantages of the situation to promote its export.

Currently, China’s issued Certificates of Origin for exports to APEC members are categorized into CO, FORM E, FORM A, FORM N, FORM F, FORM R, ECFA, FORM X, FORM K, FORM B, etc. with exported goods involving footware, garments, low voltage electrical appliances, valves, spectacles, and latex products. Wenzhou has issued quite a few Cs/O for local exports to APEC members:  9613 copies of FORM E with exports worth USD 283 million, accounting for 25.6% of the total Cs/O issued for exports to APEC members, registering a growth of 34.6% and 83.14% respectively YoY, among which 3267 copies of FE were issued with exports worth USD 134 million, an increase of 60.86% and 84% YoY; 6553 copies of Form A issued with exports worth USD 100 million, a rise of 24.3% and 7.68% YoY; 6516 copies of FORM K issued with exports worth USD 128 million, an increase of 18.10% and 12.48% respectively YoY.

In recent years, Wenzhou’s entry-exit inspection and quarantine agency has launched a 3-Year Plan for the Implementation of the FTA, which includes unveiling eight major measures to guide local enterprises into making the most of the preferential treatments from Certificates of Origin so as to support the products made in Wenzhou to go global. The APEC  advocates opposing trade protectionism, supporting multilateral trading system,  and devoting itself to promote and realize the Free Trade Area of the Asia-Pacific (FTAAP), which will be conducive to further implement the foreign trade strategies of “quality imports and quality exports” in Wenzhou.
