  NAME OF THE PROJECT: Development of Industrial Lot

  LOCATION OF THE PROJECT: Cangnan County

  AREA OF THE PROJECT: Cangnan Industrial Area, Zhejiang

  BACKGROUND OF THE PROJECT:

  Established with the approval by People’s Government of Zhejiang Province, Cangnan Industrial Area of Zhejiang is a province-class development area and an important carrier for our economy to realize surpassing growth. The industrial area is located where Hushan Exit and Xiaojiang Exit of Tongsan Speedway meet, and where Lingxi Town, Longgang Town and Yunyan village connect. It is close to the National Highway 104. Its total layout area for development and construction is about 27.72square kilometers with the planned area of the start-up district in the area 2.41square kilometers. Up to now, the industrial has appealed 34 enterprises totally occupying an area space of 133 hectares (about 1.33square kilometers) and altogether introducing a capital of USD250million or so, which has greatly exalted the whole development level of the industrial enterprises of Cangnan County.

  PROGRESS OF THE PORJECT:

  The administrative committee has drawn up several items of preferential policies for investment and worked out the overall layout of the industrial area. The construction of the start-up area has been ripened day by day. The main thoroughfares of the area and the highway of the area and Jing’er road have as been under construction. The electricity layout in the area has passed the joint hearing and is now in the phase of implementation. The matching programming like Shanhai Settlement Community、sewage disposal factory and project of power transmission with 110,000V have been put into construction one after another.

  CONSTRUCTION SCALE AND THE CONTENT:

  (一)he location of area parcel for investment

  Lot A1: on the south of East Hebin Road, north of main road of the industrial area, west of Jing’er Road and east of Jingyi Road, about 3.43 hectares. The property of used land is industrial use. ( See the sketch map of the used land for investment).

  (二)dmittance requirements

  1.      The enterprises admitted to the area must conform to the industrial guidance of our nation, province, city and our county, and accord with the requirement for environmental protection.

  2.      Investing enterprises must make the taxpaying、industrial and commercial registration in Cangnan County.

  3.      Construction scale: conforms to the requirement by planning department

  4.      Priority items for

  (1)     foreignly oriented enterprises: Overseas company imposing over USD 2million revealed in the contract, value of products exported  reaches USD2million or above; Foreign-invested projects which National Industry Guidance encourages and permits; The projects from world Top500 enterprises and transnational corporations can enjoy special preferences.

  (2)     Enterprises with large scale and great benefit: enterprises with registered capital above USD2.5million(registered capital of home enterprise must be in place), annual sales revenue over USD12.5million, annually turning in revenue above USD500,000, and the output in unit area reaches USD500,000 or above.

  (3)     Enterprises with science and technology: province-class Hi-tech projects(enterprises)、projects in the list of National 863 Scheme or National Torch Scheme、Patent Products belonging to the newly emerging industries which are greatly supported by the central government、provincial government and municipal government; Leading enterprises of the city;and enterprises possessing of province-level famous trade marks and name brand products.

  (1)    Hi-tech industry;

  (2)    Industry of Manufacturing light industry products and machining equipments;

  (3)    Industry of manufacturing parts for cars and motors;

  (4)    Environment-friendly and energy-saving industry;

  (5)    Industry of manufacturing apparatus and meters;

  (6)    Industry of manufacturing top-grade textiles and garments.
