　　BACKGROUND AND CONSTRUCTION CONDITIONS:

　　The Lucheng District innovation service centre is set up on 2003 May the second. And its main job is to promote the high-technology product commercialized and industrialized and incubate the technology-based SMEs; cultivate the technology-based entrepreneurs, and provide the technician with the incubation pot, good service and supportive policy during the start-up stage, thus reduce the risk of innovation and enhance the success probability of innovation. The center stands at torchlight park industrial region Jianfeng north road 108 with the total area of 10.2 acre, and the first incubation houses have been put into use. The number of the incubated enterprises has reached 9 covering the area of software development packaging machinery products and Nanoscale surface processes and industrial laser equipment, instrument and meter. “Provisional Measures on Administration of the Lucheng District innovation service center “(Wen Lu administration office 105 file) has been formulated and declared. Innovation center mainly aided these key new high-technology projects listed in the category of state, province and municipal new high technology products. The research and development of the incubated enterprise and its production must be in accordance with our regional high-technology industrial development

　　Project preparation and progress: the construction on the first stage has been accomplished and the second has already been launched completely.

　　Project construction scale and items: construction area on the second stage covers 1580 square meters, and it is planned to build 6 thousand square meters incubation houses

　　COOPERATION METHOD:

　　Adopt the methods of enterprises’ landing on the park. The preconditions for entry:

　　1.      The enterprises must be those who register in the Lucheng District, and are appraised as the district enterprise by the state, local tax department

　　2.      The enterprises must have the technology programs listed in the category of the state province or municipal high-technology products, and mainly works on the research and development, as well as the production of the high-technology products.

　　3.      The enterprises must have legal patent, laboratory achievements and know-how license

　　4.      The enterprises have certain amount of technician and personnel of business management who are quite experienced in the research and development and the high-technology products and have certain managing and administrative capacity.

　　5.      The program and the products must be of high technical level, and the enterprise must have promising industrialization and big potential of markets.

　　PROJECT COOPERATION CONDITIONS (PREFERENTIAL POLICIES) OFFERED BY CHINESE SIDE:

　　1.      The incubated enterprise must pay the rent, and only after annual evaluation of their qualifications and get appraised, they can enjoy the following advantages: incubation enterprise need not pay the rent in the first year; during the second year, the rent can be reduced by 30%, and the third year, the rent can be reduced by 50%.

　　2.      the incubation items of incubation enterprise can have the priority to recommend and declare the high-tech products and high-technology industry, Technology-based SMEs and science and research project and innovation fund for the Technology-based SMEs  (incubator)

　　3.      Incubated enterprises (excluding the foreign company, the foreign nationals) who make their income through transferring technology, technology consultation related to the technology development business, technology service are free of the tax. For those enterprise who get the revenue by the technology transfer, and the technology consultation during the process the technology transfer or relevant to it, technology service, the technology training, only if their net income is below 300000 Yuan, they are free of income tax

　　4.      After enterprises finishing incubation, the value of their technical fruits can accounts 20 % of the enterprise registering fund, and for those enterprises whose technical fruits can be appraised as high-tech products,  the value of their technical fruits can be beyond 20%

　　5.      Enterprises after finishing incubation, meet the entry’s requirements of the characteristic light industrial park (or other industrial parks) and under the same condition they have the priority to arrange for the industrialization land use within the Lucheng District. And the price of the land must refer to the Wenlu administrative file (2004)60 “Notice about the issue of importation rules of Wenzhou (Lucheng District) characteristic light industrial park production program”
